Overview
Our client is seeking a commercially astute and technically credible professional to lead the delivery of complex energy and decarbonisation programmes across the UK public sector.
The role combines programme leadership, technical advisory and business development responsibilities. The successful candidate will support public sector clients in developing, procuring and delivering decarbonisation strategies and programmes, while contributing to growth through opportunity identification, client engagement and bid leadership.
Key Responsibilities
Client & Market Development
- Identifying and developing new opportunities across the public sector decarbonisation market
- Building relationships with estates, sustainability and capital programme stakeholders
- Leading and supporting bid development, proposal submissions and framework call-offs
- Contributing to development of new service lines, sectors and technology offerings
- Maintaining strong understanding of UK Net Zero policy, funding mechanisms and framework landscape
Programme & Project Leadership
- Leading end-to-end delivery of energy and decarbonisation programmes
- Managing multidisciplinary teams, budgets and delivery risk
- Providing senior client liaison and governance reporting
- Translating technical assessments and strategies into deliverable programmes
- Overseeing full project lifecycle:
- Strategy
- Feasibility
- Business case
- Procurement
- Construction
- Performance monitoring
Technical & Commercial Advisory
- Advising on low-carbon heat systems, including:
- Heat pumps
- Heat networks
- Electrification
- Supporting whole-building retrofit programmes, including:
- Fabric-first approaches
- MEP optimisation
- Advising on on-site renewables and energy storage solutions
- Supporting Energy Performance Contracting (EPC) and RE:FIT-style delivery models
- Leading development of funding business cases
- Supporting financial modelling and investment appraisal
- Advising on risk allocation, delivery models and commercial structuring
Procurement & Contract Management
- Developing scopes for retrofit, low-carbon heat and infrastructure projects
- Supporting procurement via public sector frameworks including:
- CCS
- RE:FIT
- SCAPE
- Pagabo
- NHS SBS
- Ensuring compliance with public procurement regulations
Candidate Requirements
Candidates should demonstrate strong experience in delivering decarbonisation programmes within the public sector or built environment.
The successful candidate will ideally possess:
- Significant experience delivering energy or decarbonisation programmes
- Proven experience managing complex, multi-stakeholder projects
- Strong understanding of:
- UK Net Zero policy and public sector drivers
- Funding mechanisms and capital governance processes
- Public procurement and framework-based delivery
- Strong data interpretation and asset planning capability
- Experience converting technical analysis into investable programmes
- Experience supporting business development, bids or opportunity origination
- Strong client-facing communication and relationship skills
Desirable Experience
- Experience with Energy Performance Contracting (EPC) or RE:FIT-style delivery
- Background in engineering, building services, energy management or infrastructure
- Experience in financial modelling and business case development
- Knowledge of:
- Heat networks
- Large-scale retrofit delivery
- Estate-wide decarbonisation programmes
Additional Requirements
- Full UK driving licence (desirable)
